Preservation of individuals' privacy in shared COVID-19 related data

Abstract

Written during the COVID-19 pandemic, this paper examines how individual-level COVID-19 data can be shared quickly for research and public-health response without exposing the people behind the records. It weighs the urgent need for open epidemiological data against the re-identification risk that detailed case data carry, and discusses statistical disclosure control measures suited to a fast-moving emergency. The authors highlight the tension between transparency and privacy that crises intensify. Released as a working paper on SSRN, it offers guidance for responsibly sharing health data under time pressure.
